Developing biomass energy has the important significance to meet the energy crisis. But the rising price of grains and other uncertainties induced by the current development pattern leads to a strict restriction by the Chinese government. This paper makes a deepen analysis on the issues concerning the process of developing the biomass energy industry, and finally, according to the international experience, a series countermeasures are brought forward.
